In September 2026, Haryana issued revised provisions allowing qualified doctors to establish nursing homes on eligible residential plots held on a lease of at least 10 years, subject to the policy conditions. What changed, in plain terms
The Haryana Town and Country Planning Department now permits qualified allopathic and AYUSH doctors to set up nursing homes on residential plots taken on a lease of at least 10 years — previously, only owned plots qualified. This applies within licensed residential colonies, and it comes with a specific set of conditions doctors need to plan around before they sign anything.
The compliance checklist
- Doctor eligibility: valid registration with the relevant Medical Council or AYUSH Council, currently practising, and registered with the local IMA.
- Haryana Building Code, 2017: the nursing home must comply with floor area ratio, setback and building-height norms set for the plot.
- Parking: stilt parking is mandatory, and every vehicle — ambulances included — must be accommodated within the plot itself.
- Boundary wall: no front boundary wall is permitted.
- Basement use: basements may be used for clinics, X-ray and laboratory facilities, subject to Building Code requirements.
- Commercial activity: not permitted, other than diagnostic services and a pharmacy serving the nursing home's own indoor and outdoor patients.
- Conversion charges: fixed by the potential zone the plot sits in — roughly ₹10,000 per square yard in hyper-potential zones down to ₹4,000 in low-potential zones, based on rates reported at the time of the policy change.

Can I lease a residential plot for a nursing home even if I don't own any property in Haryana?
Yes — under the amended policy, the lease must run at least 10 years and you must meet the doctor-eligibility conditions (valid Council registration, active practice, local IMA registration). We help verify these before a plot is shortlisted.
What size plot do I need for a small nursing home?
As an illustrative planning benchmark, a 10–20 bed nursing home may require around 2,000–3,000 sq. ft of built-up area, but this is not a statutory plot-size rule. Actual requirements depend on bed count, services, building regulations, parking and approvals.
Can I use any residential plot, or does it need special permission?
Institutional or commercial use permission is required — this isn't automatic on every residential plot. We check zoning and CLU status as part of our site walkthrough.
What can the basement be used for?
Basements may be used for clinics, X-ray and laboratory facilities, subject to Building Code compliance — but not for other commercial activity.
